August 14. 1980 Docket No. 50-313 Mr. William Cavanaugh, III Vice President, Generation and Construction Arkansas Power & Light Company P. O. Box 551 Little Rock, Arkansas 72203
Dear Mr. Cavanaugh:
By letter dated Deces er 29, 1978, as supplemented by letters dated January 30, April 2, Deceder 12, 1979 and February 22, 1980, you responded to the NRC's letter of November 29, 1978 concerning "Contain-ment Purging During Normal Plant Operations" at Arkansas Nuclear One, Unit No. 1 (ANO-1). The enclosed report (EGG-EA-5141) was prepared for us by EG8G, Idaho Falls, Idaho, under contract to us as part of our technical assistance program. This report provided a technical evalua-tion of the electrical instrumentation and control design aspects of the override of containment purge valves isolation and other engineered safety feature actuation signals and is based upon review of the design aspects against the six staff review guidelines provided for the review.
The isolation valves for venting and purging satisfy the staff review guidelines cited above, with two exceptions. The exceptions, cited in the report, are that containment isolation should be initiation by high radiation in addition to safety injection and containment high pressure l
and that the radiation monitors that initiate containment isolation should i
be safety-grade as recomended by Guideline Nos. 4 and 5 respectively. The report also concludes that the Technical Specifications (TSs) for ANO-1 should require purge valves be clo' sed whenever the unit is operating.
The NRC staff has reviewed your submittals and the enclosed consultant's technical evaluation. The staff agrees with the conclusion of the consul-tant that the electrical, instrumentation and control design aspects of the override of the containment purge valve isolation and other engineered safety features actuation signals are acceptable. The staff also agrees with the consultant's conclusions that containment isolation at ANO-1 should be i
l initiated by high radiation in addition to safety injection and high contain-ment pressures and that the TSs for ANO-1 should require the purge valves be closed whenever the unit is operating. The staff, however, wishes to l
clarify the consultant's conclusion that the radiation-monitoring equipment should be required to be qualified as safety-grade equipment at this time.
