Eisenhut of the NRC containing information about turbine disc cracking.

The March 20 affidavit of Mr. Schmerling contains the technical information on turbine disc cracking that you called for in your Memorandum and Order of March 3, 1980. You will see that the March 20 affidavit, the earlier Schmerling affidavit of February 18, and Appendix A to Attachment 3 to the letter to Mr. Eisenhut contain Westinghouse proprietary information, and I should therefore like to ask you to treat those documents in accordance with the procedures that have been used heretofore to protect such information from disclosure.

A caveat about the latest (March 20) Schmerling affidavit:

Mr. Schmerling included as attachments to that affidavit up-dated tables of calculated crack sizes. Westinghouse advised by phone today, however, that those updated tables need further revision, and so I have not enclosed them. Vepco believes that the calculated crack sizes in the tables in Appendix A to At-tachment 3 to the letter to Mr. Eisenhut are correct. It may i be that the figure of 28,260 hours0.00301 days <br />0.0722 hours <br />4.298942e-4 weeks <br />9.893e-5 months <br /> in the last sentence of Mr. Schmerling s affidavit will also have to be revised; as you can see from page 6 of Attachment 3 to the letter to Mr.  !

Eisenhut, Vepco calculates that the worst-case disc could op-erate a total of about 40,400 hours0.00463 days <br />0.111 hours <br />6.613757e-4 weeks <br />1.522e-4 months <br /> (as compared to the actual '

17,452 hours0.00523 days <br />0.126 hours <br />7.473545e-4 weeks <br />1.71986e-4 months <br /> as of December 1, 1980) before the maximum ex-pected crack would reach critical size. Finally, I'm not en-tirely sure the letters a, c, g, and h used to code the Westing-house proprietary information (you will see these letters as exponents outside the brackets that enclose proprietary data) are correct in the March 20 Schmerling affidavit. As you can see from Appendix B to Attachment 3 to the letter to Mr.

Eisenhut, Vepco used the letters b, c, and e. I will try to ,

straighten these matters out and let you know the outcome.

March 24, 1980 Page Three You also asked to know when Vepco will be able to update its testimony on turbine missiles. Westinghouse in-forms me that the Westinghouse <3ortion of the analysis (Pi and missile energy) is expected to ae complete by the end of July 1980. Stone & Webster advise that they will then need about six weeks more to perform the P2 and P3 calculations and report the results. It's difficult to say, without having seen those analyses, how much additional time it will then take to incor-porate the analyses into written testimony, but I would antici-pate asking for an additional four weeks for that purpose. In short, my best estimate of when revised written testimony could be ready is mid-October.
