Haddam Neck Plant Response to I&E Bulletin No. 80-03 In accordance with Reference (1), Connecticut Yankee Atomic Power Company (CYAPCO) has performed a review of the design of, (1) the charcoal adsorber cells used in the Emergency Safeguard Feature '
-I filtration systems, and (2) the systems which contribute to the "as as reasonably achievable" design criteria of 10CFR50, Appendix I.
This review us not revealed any cells of the riveted type design described in the above reference.
A visual inspection of all the subject filters except the ESP filters was recently conducted in accordance with Reference (1). The ESF filters (Contain-ment Air Recirculation Fan) were previously inspected during the last refueling outage, in March,1979 A compilation of the results, any subsequent actions taken, and a brief description of the inspection are presented in the attached table.
During the 1979 refueling outage, 40 filters were added to three of the four ESF charcoal filter banks, to upgrade to the latest LOCA dose analysis. At that time, every existing ESF filter was inspected for signs of damage or corrosion. The result was that no replacements were necessary for damage or corrosion. Also, during the past two years, 295 out of 480 filters, total, were replaced in the four separate ESF charcoal filter banks. All replacement filters are inspected by the manufacturer or by the manufacturer's refilling service, and receive an additional inspection at the site for damage upon installation.

HEPA Filters The IIEPA filters furnished are a nominal 24 x 24 x 11-1/2 in. size. They have 14 gage chromized steel frames, waterproof, glass fiber media, and do not have separators.
The media is protected by a wire mesh face guard. The filters supplied are in accordance with the requirements of AEC Health and Safety Bulletin 212 and UL-586 Each filter is tested to verify an efficiency of 99. 9% for 0.3 micron DOP particles at rated flow and at 20% of rated flow. The filter can operate at temperatures up to 250*F.

Carbon Adsorber Bank (HECAD)
M The charcoal adsorber bank supplied is the CVI, HECA o
design. This bank features all welded constsuction and the elimination of all elastomer seals. This eliminates 4
the possibilities of By-Pass through conventionally gas-keted areas and through fastener holes in the filter frame.
Charcoal is replaced without violation of filter assembly, and without manhandling of cells inside the housing.
