f TOLEDO EDISON COMPANY f DAVIS-BESSE NUCLEAR POWER STATION UNIT ONE SUPPLEMENTAL INFORMATION FOR LER NP-33-79-49 DATE OF EVENT: March 30, 1979 FACILITY: Davis-Besse Unit 1 IDENTIFICATION OF OCCURRENCE: Emergency Diesel ' Generator 1-1 declared inoperable due to turbocharger failure Conditions Prior to Occurrence: The unit was in Mode 1, with Power (MWT) = 2023, and Load (Gross MWE) = 665.

Description of Occurrence: At 1030 hours0.0119 days <br />0.286 hours <br />0.0017 weeks <br />3.91915e-4 months <br /> on March 30, 1979 during the conduct of ST 5081.01, " Diesel Generator Monthly Surveillance Test", Diesel Geaerator 1-1 started making loud unusual noises. Diesel Generator 1-1 was declared inoperable,

. placing the unit in the Action Statement of Technical Specificatica 3.8.1.1. Tech-nical Specification 3.8.1.1 requires both independent diesel generators be opera-ble while the unit is in Modes 1, 2, 3, and 4. The Action Statement requires veri-fication of the remaining AC sources by performance of Surveillance Requirements 4.8.1.1.la and 4.8.1.1.2.a.4. Surveillance Requirement 4.8.1.1.1.a, which deter-mines the operability of the independent circuits between the offsite transmission network and the onsite Class .lE distribution system at least once in seven days, was fulfilled by ST 5080.01, " Independent Of f-Site AC Sources Lined Up and Availa-ble". Surveillance Requirement 4.8.1.1.2.a.4, which demonstrates the operability of the remaining Diesel Generator 1-2 with a start from ambient condition and

. acceleration to at least 900 RPM in fE10 seconds, was fulfilled by ST 5081.01,

" Diesel Generator Monthly Test". Both requirements were successfully completed within one hour of the failure.

Designation of Apparent Cause of Occurrence: The turbocharger malfunction resulted

- from a turbocharger thrust bearing failure as reported by the vendor, Power Systems.

Analysis of Occurrence: There was no danger to the health and safety of the public or to unit personnel. Diesel Generator 1-2 proved operable and station personnel performed the necessary surveillance requirements as detailed by the Action State-ment of Technical Specification 3.8.1.1.

' Corrective Action: Under Maintenance Work Order 79-1788, the turbocharger unit was l

. removed and replaced with a spare. Diesel Generator 1-1 was verified operable by i the successful performance of ST 5081.01, " Diesel Generator Monthly Test", at
