This Technical Sp;cification Cacnge F4.cuest includes two scts of FAPLEGR limits; one for five recirculction loop operation (Figure 3.10-1), anJ another for four recirculation loop operation (Figure 3.10-2). :D.PL!:GR limits in Figure 3.10-1 are identical to those specified by the A cndment No. 33, dcted November 11, 1978, with the exception that limits of fuel types V and V3 have been e:: tended to 40 GND/IE. MAPLHGR limits in Figure 3.10-2 are results of new cnclyses with only four recirculation loops operational for fuel types V cnd VB cnd the limits of fuel type IIIF cro tnose in the current technical j
specifications.
This request also returns the FAPLHGR multiplier to the specifications and it is made applicable to all fuel types for five and four loop operction.
References to fuel types II cnd IIIE for fuel cladding integrity, local LEGR, and power spike penalty have also been deleted from the specification. These reload fuel bundles are no longer in the core and are not scheduled for reinsertion.
Technical Specification Change Request No. 8_1 is included in Attachment I.
An Exxon Nuclear Company report, XN-NF-79-78, LOCA-ECCS Analyses Supporting Four-Pump Operation of Cyster Creek Recctor, dated January, 1980, is also attcened to tnis letter as a reference document.
