South Texas Project Units 1&2 Docket Nos. STN 50-498, STN 50-499 Second Interim Report on the Deficiency Concerning the ECW Gantry Crane seismic Analysis On May 29, 1980, Houston Lighting & Power Company notified your office of a potentially reportable deficiency concerning seismic qualification of the Essential Cooling Water Intake Structure (ECWIS) gantry crane and the Diesel Generator Fuel Oil Storage Tank. The Safe Shutdown Earthquake (SSE) response spectra values used in designing the two components were determined by mul-tiplying the Operating Basis Earthquake (0BE) values by 1.5 (as stated in the l
crane specification) rather than by a factor of 2.0.
The factor of 2.0 should have been used in order to envelop the actual required SSE response spectra.
The l
following discussion provides the present status of the subject deficiency.
As stated in our June 26, 1980 First Interim report calculations are in progress to detennine the acceptability of the subject crane and storage tanks based on the correct SSE values. Completion of this work is not expected until later this year. Thus, the next report on this deficiency will be submitted by January 22, 1981.
