In reference to our letter of February 5, 1980, this letter is to provide update infor=ation concerning admittance of Region III personnel to your facilities. indicates Region III personnel for whom permanent non-employee, no escort required picture badges, as authorized by 10 CFR 73.55(d)(5),
are requested. Region III personnel listed in Enclosure 2 are requested to be badged for unescorted access in the protected area only. The information contained in the enclosures is effective upon receipt.

September 3, 1980 The below listed individuals are likely to visit your facilities, on an announced or unannounced basis at any time, day or night, as frequently as two or more times per year, and are required to be provided permanent non-employee; no escort required picture badges as authorized by 10 CFR 73.55 (d) (5). Consistant with normal escort requirements, these individuals may act as escort for other NRC personnel, consultants and contractors.
These individuals shall be afforded access to protected and vital areas consistant with the requirements of your local procedures.

After they have pre-sented official identification, they are to be processed into your facility in the same manner as a non-regular employee. They are to se badaed for unescorted access to the protected area. They shall be afforded access according to your procedures, without any delays other than those normally involved with entrance search and personal identification and registration.
