Dear fir. Engelken:
In reply to your inspection conducted by fir. G. B. Zwetzig on June 9 through 13, 1980, we offer the following corrective actions to assure full compliance with URC requirements.
Paragraph A of Appendix A of your letter notes the following:
Title 10, Code of Federal kegulations, Sec. 50.54 (i-1) states in part tha t,
"...the licensee shall have in effect an operator requalification program which shall, as a minimum, the requirements of Appendix A of Part 55..."
By letter meet dated June 12, 1978, the licensee was advised by the Branch Chief of the Operator Licensing Branch, NRC, that the licensee's Adminis tra tive Procedure (AP) 25, " Licensed NP.C Operator Re-training", subject to speci fied condi tions, met the require-ments of Appendix A to 10 CFR Part 55 One of the provisions of AP 25 is that the program shall include scheduled lec tures.
Another provie, ion is that " Operators may be excused f rom lectures in subjects for which they scored above 80% but shall be equired to attend lectures on all other topics."
Provisions are also included for self-study cf assigned read-og material (within limits) when attendance at lectures is impracticable.
Contrary to the above a 1icensed operator received a grade of less than 80% in one of the subject areas covered by the annual requalification examination given on July 5,1979, but there were no records showing his attendance at a lecture on this subject given on September 4,1979 or at any other time subsequent to the examination and prior to the licensee's 8008250'A7$

J Mr. R. H. Engelken. July 29, 1980 certi fication on April 28, 1980 that this operator had satisfactorily completed the requalification program during the effective term of his current license.
Neither was there documentatation showing that the operator had been assigned or had completed a self-study reading assignment.

. As noted in the inspection report details, the licensed operator received the required training. Additionally, the District notified the NRC's Operating Licensing Branch of the inspector's finding and corrective action taken.
At the time of the inspection, a new system of record keeping was being developed and, if effectively implemented and maintained, should prevent recurrence of similar type incidents. That system is presently being imple-mented by the Training Supervisor.
Paragraph B of Appendix A of yo;r letter states:
Facility technical specification o.8.1.a states that written procedures shall be established, implemented and maintained covering...the applicable procedures recom-mended in Regulatory Guide 1.33, November 1972.
Para-i graph 8.a of Appendix A to Regulatory Guide 1.33 states that procedures of a type appropriate to the circumstances should be provided to ensure that tools, gauges, instru-ments, controls, and other measuring the testing devices are properly-controlled, calibrated, and adjusted at specified periods to maintain accuracy.
Rancho Seco Quali ty Assurance Procedure No. 14, Rev. 3 states in part that "...a list of items to be calibrated shall be prepared, noting the name of the item, its use in the system, and the f requency of calibration requi red."
Contrary to the above requirements, at the time of this inspection, the prescribed list of items to be calibrated along tvith the nace of the item, its use in the system, and frequency of calibration, had not been prepared.
SMUD REPLY A new procedure, AP 604, which will control the issue, handling and responsibility of all tools controlled by the tool room is being developed.
Within the procedure will be a section delineating the responsibility for the 4

Subsections within that section will include maintenance of a master list of all Precision and Measur-ing tools, use of calibration stickers, and assuring measuring tools are kept in calibration via the PM program.
Said procedure will be finalized and approved for implementation by August 31, 1980.
