APPENDIX A NOTICE OF VIOLATION

~ License No. DPR-62 Brunswick Unit 2 Based on the NRC inspection June 21-24, 1980, certain of your activities were e
apparently not conducted in full compliance with NRC requirements as indicated below. These items have been categorized as described in correspondence to you dated December 31, 1974.
As required by Technical Specification 6.8.1.c, adequate written procedures shall be established, implemented and maintained covering the activities concerning surveillance testing of safety related equipment.
Technical Specification 4.8.1.1.2.d requires that the diesel generators be started by an auto-start signal, energizing permanently connected loads, as well as auto-sequenced loads, at least once per eighteen months during shutdown by a simulated loss of off-site power concurrent with an emergency core cooling system test signal. Section 8.11.6 of the Final Safety Analysis Report (FSAR) describes the required test of the complete engineered safety feature load startup activities listed in Table 8.11-6.
Periodic Test (PT) 12.1.2 and 12.1.1A are used to implement the surveillance testing in accordance with the above requirements.
Contrary to the above, the PT procedures approved on April 9 and May 21, 1980, do not cover the complete loading activities required by Technical Specifications and FSAR in that the procedure does not include startup of one fire pump motor and a total of twenty motor-operated valve motors.
However, the licensee temporarily revised the procedure to include the fire pump loading at the time of the June 21 test as a partial resolution of NRC conce rns. The licensee made further commitments to permanently revise the periodic test procedures, to resolve the total concern, prior to the perfor-mance of the next scheduled surveillance test on either unit.
