2. Exit Interview The inspection scope and findings were summarized on July 9, 1980 with those persons indicated in Paragraph I above. The findings listed herein were discussed. 3. Licensee Action on Previous Inspection Findings There were no previous inspection findings. 4. Unresolved Items Unresolved items were not identified during this inspection. 5. Preoperational Nonradiological Surveillance Program Inspection included a review of the status of the following preopera- a. tional surveillance program parameters: (1) surface water quality and thermal effluent monitoring as detailed in Section 6.2.2 of the Final Environmental Statement-Operating License Stage (FES-OL); (2) ground- rater hydrology defined in Sections 5.3.7 and 6.2.3 of the FES-OL; (3) onsite meterological measurements discussed in Section 6.2.1 of the FES-OL. Inspection disclosed that meterological, thermal effluent, and surface water quality monitoring were completed. Implementation of' the above programs was consistent with the commitments defined in the Environmental Reports and the respective Final Environmental Statements. b. Groundwater monitoring via the twenty six on-site observation wells defined in the above cited references was in progress during inspection. Implementation of the subject program was consistent with the referenced commitments and licensee procedures. There were no questions regarding this item.

-2- . 6. Construction Waste Mangement Inspection included review and discussion of management and disposal of construction wastes, and a tour of the facility landfill site. Inspection disclosed the following: (1) there was no spoiling of earth materials in progress; (2) existing spoil storage areas were appropriately grassed and drained to preclude runoff and silting of water bodies including the intake bay and discharge canal; (3) management and operation of the landfill was consistent with State permits and accepted industry practice. There were no questions regarding this item. 7. Wastewater Treatment System The inspector conducted a detailed review and discussion with licensee representatives of the design and proposed use of the conventional waste- water treatment system (CWWTS), and an inspection of all components of the system. Inspection disclosed that the CWWTS design, components, current and proposed use were consistent with the details defined in Section 3.2.4 of the FES-OL. Inspection further disclosed the following: (1) the initial , holdup pond, where primary sedimentation in the system occurs, was scheduled for modification facilitating sludge removal to an approved landfill when such accumulations interfere with pond performance; (2) scheduled modifica- tion of the topography of the area immediately adjacent to the north retaining walls and troughs of settling ponds A and B to preclude damage and subsequent deformation of such struictures; (3) planned inscallation of a flow meter at the discharge structure common to the CWWTS and the site wastewater collection basin. The inspector informed licensee representatives that the above cited modifications would be reviewed during a subsequent inspection (50-370/ 80-11-01). 8. Site Inspection Plant site inspection was conducted to verify compliance with environmental commitments referenced in paragraph 2.g of the Construction Permit. Inspec- tion was confined to erosion control and surface runoff to adjacent water bodies, including the station intake bay and discharge canal. Inspection disclosed that controls limiting the impact of surface erosion and runoff were consistent with those commitments detailed in the Environmental Report as referenced in the Construction Permit. There were no questions regarding this item. 9. Environmental Protection Plan The inspectcr reviewed and discussed with licensee representatives 'the latest draft of the Environmental Protection Plan developed to' assess the impact of the operating plant on the aquatic environment. The draft, however, is in no manner finalized and is subject to additional changes.
