CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1, 196h, for the Big Rock Point Plant be changed as described in Section I below:

Change (s)
Add the following paragraph to Section 7.h,
"(j) Functional tescing of the trip meenanism of the fuel transfer

cask safety catch device shall be performed prior to commencing refueling activities."
Note: Revised Technical Specifications page attached.
II.
Discussion The above proposed Technical Specifications change is requested pursuant to the Commission's request to require functional testing of the fuel transfer cask safety catch device prior to use for refueling activities.
The Commission's request is based on its need to assure the testing vill be done through use of the Technical Specifications so that the'eredit given for the safety. device's existence in their February 1976 Safety Evaluation Report on cask drop is not compromised. Presently, Big Rock Point is accomplishing this activity through its maintenance procedure system.
III. Conclusion (s)
Based on the foregoing, both the Big Rock Point Plant Review Committee and the Safety and Audit Review Board have reviewed this change and find it acceptable.
