Dear Mr. McPnillips:
Pursuant to our telephone conversation of this morning, in which you requested citations to cases before the Nuclear Regulatory Commission in which the stan-dards for contentions are discussed, I am enclosing copies of the following decisions:
(a)
Houston Lighting and Power Co. (Allens Creek Nuclear Generating Station, Unit 1), ALAB-590, 11 NRC 542 (April 22, 1980);
(b)
Mississippi Power and Light Co. (Grand Gulf Nuclear Station, Units 1 and 2), ALAB-130, 6 AEC 423 (1973)
(relied upon in the Allens Creek opinion); and (c)
Order issued by the Commission declining to review the 3
Allens Creek decision, dated June 20, 1980.
I trust that you have been able to obtain copies of these decisions already, inasmuch as I cited the Allens Creek opinion in our telephone conversation.
