Dear Mr. President:

Midland, Michigan, a city of over 35,000, is the headquarters of The Dow Chemical Company which is the area's largest and principal employer.

Our principal utility is the Consumers Power Company of Jackson, Michigan.

Presently, Consumers is an applicant for a construction permit from the Atomic Energy Commission to build a nuclear energy plant in Midland for the purpose of supplying desperately.needed electrical power to the State of Michigan, and to The Dow Chemical Company. In addition, the proposed nuclear energy plant will supply processed steam to the chemical firm.

Dow and the Midland Nuclear Power Committee have intervened in support of the Consumers Power application. The Midland Nuclear Power Committee is composed of a broad cross-section of people not employed by Dow but who are vitally concerned in the future welfare of this area.

The Hearings before the Atomic Safety and Licensing Board began December 1, 1970, and are presently in recess without a specific date set for reconvening.

In the meantime, the delays incident to, and the uncertainty of, the granting of the permit plus the high cost of fossil fuel energy which Dow presently uses, has forced the corporation to shut down one production facility and purchase the components of the facility from Texas where energy costs are much less. k Mr. President, the proposed nuclear energy project represents an outlay of ,

'o'ver $500,000,000 in coutruction costs plus thousands of jobs, direct and in-direct, in addition to the widespread stimulus it will give to the entire area.

We ask your help in accomplishing the following:

!- 1. Promotion of adequate staffing and procedural changes, for and in the AEC so.that decisions can be reached with some degree of promptness. ' Each day's delay in securing the construction permit means the loss of a job in The Dow Chemical Company alone. Each L year's delay escalates the construction cost by over $70,000,000 and depresses' area employment.

2. Presenting the environmental and economic facts in this case fo you in conjunction with representatives of Consumers Power Company and The Dow Chemical Company as soon as practicable.
3. Securing an arrangement and favorable decision in this matter before the end of the year in order that the reduction in production facilities of Dow might be stemmed. Granting of the permit will insure a restoration and increase of production and employment, not only by Dow but the rest of the area's business and industry as well. Furthe r, Consumers Power and Dow will be enabled to phase out their inefficient coal burning power generating units together with the attendant problems of pollution.
4. On Tuesday, October 12th, beginning at 1:30 P.M. at the Barstow Airport in Midland, Michigan, the community is uniting in a public rally to give public expression in support of the siting of the nuclear power plant in its midst. Business, industry and services will close down at noon. Schools and local governmental units will shut down within statutory limits. Representatives of the State Legislature, Congress and Labor Unions will attend, in addition to Art Linkletter and other notables. We anticipate national news media coverage.

We ask that you delegate a special representative to represent you.

A chartered jet will be at Page Aviation National Airport at 12:00 Noon Washington time on October 12th to transport our Congressman Elford A. Cederberg and, hopefully Senator Robert P. Griffin with Representatives James Harvey and Charles Chamberlain. The air-craft will transport our congressional guests to and from Washington, returning them to the latter city by 6:00 P. M. , Washington time.

Our congressional contacts are being coordinated by Congressman Cederberg.

We have a strong case, Mr. President in support of the environment and the economy and we ask for the opportunity of presenting it.
