Summary j.
The plans for the forthcoming intensive inspection of the quality i -
assurance (QA) program governing the construction of the Midland 1 and 2 nuclear power plants were discussed with members of the Consumers Power (CP) project team and corporate management. Representatives from Babcock and.Wilcox (B&W). (supplier of the NSSS), and Bechtel Corporation
- (Bechtel) (A&E and constructor) were also present.

The purpose, scope, and organization of the inspection effort, tentatively scheduled'during the week of February 23, 1970, were presented.

' Scope of Inspection A pre-QA_ inspection management meeting was held with CP's Midland
. project-staff and corporate management on January 14, 1970, at Jackson, Michigan.
CO:III was represented by G.' Fiore111, Senior Reactor Inspector, and G. Gower, Reactor Inspector.

Discussions Details of the initial QA inspection were presented to the gs e

Midland project staff and contractor representatives.
The content of the presentations was based on the guidance provided in the Division of Compliance Memo Route Slips (and their attachments) dated September 17, 1969, and October 17, 1969, regarding pre-QA inspection management meetings.
The licensee expressed cooperation in the effort, however, Mr. R. D. Allen informed the inspectors that the proposed inspection dates of February 24-26, 1970, would present schedule problems among the members of the project staff;in that they will be engaged in preparing

for'the March ACRS meeting. He proposed we consider his request to postrnde the inspection until the second or third week of March 1970 to avoid this conflict.
We informed him that we would consider the matter.
In response to typical areas of interest in reviewing certain aspects of CP's QA. program,- Mr. Allen commented on the subject of owner-
-contractor, contractual relationships.. Mr. Allen was assured that CO's interest during the inspection will be primarily " fact finding" in order to gain objective evidence on the implementation of the QA program commit-ments presented in'the application as well'as the incorporation of the-
. proposed'AEC QA' criteria, 79
