Dear Mr. Helfrich:
Enclosed please find an application from Sigma Chemical Company requesting a broad specific license to permtt exports of small amounts of deuterium oxide to untversities and research organtzations in various countries. The amount of deutertum oxide authertzed for export will be limited to 5,000 kilograms for a 5-year period. No individual shipment will exceed 100 kilo-grams and no more than 500 kilograms will be exported per year to any one country. The license will indicate the countries the material can be exported, and the material can be used only in 79tR applications in chemistry, physics, and bid ogy.
This is Sigma's femal application for which State previously provided to NRC infomal Executtve Branch views indicating no objection to the proposed license as desertbed, Before taking action on this license application, we would appreciate your views, in accordance with established procedures as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978.
