We have reviewed your amendment application dated January 9,1981 in which you requested authorization to initall a. new dry conversion line to replace the exist-ing Dry Conversion Fluidized Bed line at your plant in Coldnbia, South Caeolina.
Our assessment of the environmental impact of youi proposed installation (c,py attached) indicates that the action would be non-substantive and insignificant.
Accordingly, pursuant to 10 CFR 51, Section Sl.5(d)(3) an environmental impact appraisal need not be prepared. Construction of the new line may therefore procee'd.
Our safety review of your proposed installation has not been scheduied because as you are aware, additional infonation is needed to complete the review. Accord-ingly, no special nuclear material may be introduced into the new line until the safety review is complete and your license amended to authorize use of the process.
