Dear Mr. Parris:

The NRC is currently conducting a program to resolve the generic safety issue known as " Station Blackout", Unresolved Safety Issue A-44.

In order to realistically and accurately analyze this safety concern it is necessary for program participants (NRC and contractor personnel) to observe certain nuclear power plant design features and operations. We have discussed this matter with your staff and we have obtained substantial Browns Ferry plant design information through the NRC's SASA and IREP programs. After reviewing this information we find that a site visit to Browns Ferry would be beneficial to obtain first hand information through observation of certain design and operational features.

We have identified in Attachment 1 the specific items we wish to observe at the Browns Ferry site.

Of particular importance is the test of an e ergency diesel generator and discussions with operations and maintenance personnel. We would appreciate having a member of the Engineering Division staff accompany us on this site visit who has knowledge of the systems design, operation, and past reliability of the items identified in Attachment 1.

We would like to schedule this site visit for March 24,1981, or at a nearby date, to coincide with your emergency diesel generator testing schedule.

In order to expedite the visit we have provided in Attachment 2 the names of the NRC personnel who would be visiting the site.
