Oyster Creek Nuclear Generating Station Docket No. 50-219 Emergency Plan Exercise By letter dated December 1, 1980, from 51r. Ivan R.

Finfrock, Jr.

to the Director, Nuclear Reactor Regulation, we requested a delay in conducting the Oyster Creek Emergency Plan Exercise based on the upgrading of the Oyster Creek Plan and Procedures as well as those plans of the State and local municipalities.

This request was subsequently approved by the NRC in >!r. Crutchfield's letter of January 13, 1981, which stated that a delay until 5tarch, 1981 was acceptable.

The Oyster Creek Plan and Implementing Procedures were submitted to your staff on January 5, 1981 and >! arch 2, 1981, respectively.

The required training for station personnel was initiated in January, 1981, and is continuing; however, detailed training such as table top exercises, accountability drills, field survey techniques, etc. have not been conducted, as yet, since implementing procedures were not fully developed until late February, 1981.

This type of field exercise training is being conducted during this month in preparation for the April 1, 1981 implementation of the new Plan.

While we have made significant progress in upgrading the Oyster Creek Emergency Plan and Implementing Procedures, we have been expending substantial resources to complete the required training and equipment procurement activities necessary to support the April 1, 1981 imolementation date.

This has resulted in delaying the emergency exercise which has now been further complicated by the upcoming maintenance outage beginning in April, 1981.

This outage is expected to last approximately 6 weeks.

- In view of the substantial work load imposed on the Oyster Creek resources in order to meet the April 1, 1981 implementation date and the upcoming outage, it is requested that the Oyster Creek emergency exercise be delayed until approximately 3 weeks following the completion of the April outage.

This exercise will be limited to the Oyster Creek Station without State participation since the State has informed us that they will not be able to support a coordinated exercise at this time.

We recognize that a coordinated, graded exercise is required by April 1, 1982, and plan to accomplish this in addition to the exercise described above.

The State has informed us that they will be prepared to support such an exercise by the fall of this year.
