The Comission continued its discussion of the requirements for near term Construction Permits. The Comission deferred a decision on whether to apply the rule to pending Manufacturing Licenses.
The Comission requested the following changes to Enclosure 1 of SECY-81-20B:
1.
Staff should prepare language for Comission consideration to clarify the endorsement in the rule of NUREG-0718 by using language similar to that in the Revised Statement of Policy, and add an explanation that the rule itself does not contain all of NUREG-0718 because this would result in an excessively detailed and restrictive rule; 2.
the changes indicated in the attachment should be included; 3.
the parenthetical sentence at the end of 650.34(e) on page 13 should be deleted; 4.
the language in the first two full sentences on page 12 should be clarified; 5.
OGC should draft language for Comission consideration to replace the second full _ paragraph on page 12 that will make clear it is the Comission's view that this new rule, together with the existing regulations, form a set of regulations, conformance with which meets the requirements of the Comission for issuance of a construction permit.
The Comission also requested that staff be prepared at the next meeting to discuss the role of the required studies and what plans the staff has to review the results, and the requirements for these plants in contrast to those coming up for Ols.
The Chairman instructed staff to contact Comissioner Gilinsky to respond to his concerns on the technical provisions of the rule.
(Subsequently, another meeting on this subject was scheduled for March 12.)
