NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE AND GRANTING OF RELIEF FROM ASME CODE, SECTION XI INSERVICE INSPECTION (AND TESTING) REQUIREMENTS The U. S. Nuclear Regulatory Comission (the Comission) has issmuit Amendment No. 37 to Facility Operating License No. OPR-61, issued to Connecticut Yankee Atomic Pcwer Cogany (the licensee), which revised the Technical Specifications for operation of the Haddam Neck Plant (tm f acility), located in Middlesex County, Connecticut. The amendment is effective as of its date of issuance.

The amendment revised the Technical Specifications to replace the current inservice inspection and valve testing Technical Specificatics with an inservice inspection and testing program which naets the requin-ments of 10 CFR 50.55a(g).

It also issues the testing requirements for certain valves in the' emergency care cooling systems.

By letter dated February 5, 1981, as supported by the related

' Safety Evaluation, the Commission has also granted relief from certain requirements of_ the ASME Code,Section XI, " Rules for Inservice Inspecius of Nuclear Power Plant Cogonents" to the licensee. The relief relatam the inservice inspection and testing program for the facility. The AM

- Code requirements are incorporated by reference into the Comiss-s*

and regulations in 10 CFR Part 50. The relief is effective as of its me of issuance.

The application for the amendment and request for relief comply att the standards and requirements of the Atomic Energy Act of 1954, as M (the Act)..and the Commission's rules and regulations._ The Comisstor:ss 0824o g g made appropriate findings as required by the Act and the Comission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendment and letter and Safety Evaluation granting relief. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.

The Comission has determined that the issuance of this amendment and granting of the relief will not result in any significant environmental i@act and that pursuant to 10 CFR 51.5(d)(4) an environmental impact statement or negative declaration and environmental igact appraisal need not be prepared in connection with the issuance of the amenenent and the relief.

For further details with respect to this action, see (1) the application for amendment dated June 29, 1977 and November 4,1980, and supporting information submitted by letters dated May 26, 1978, May 29, 1978, July 14,1978, April 27,1979, June 29,1979, March 25,1980 and November 4, 1980, (2) Amendment No. 37 to License No. DPR-61, including the Commission's transmittal letter, and (3) the Comission's related Safety Evaluation.

All of these items are available for public inspec-tion at the Comission's Public Document Room,1717 H Street, N.W.,

Washington, D. C.10555 and at the Russell ~ Library,119 Broad Street.
