Dear Mr. Denton:
In accordance with Mr. Darrell Eisenhut's letter of November 13, 1980, to All Licensees Of Operating Reactor Plants; the final regulations for emergency planning published in The Federal Register on August 19, 1980, (45FR55402); and NUREG-0737, Item III.A.2, Florida Power Corporation hereby submits ten (10) copies of our revi sed Emergency Plan for Crystal River Unit 3.
Also enclosed are ten (10) copies of the radiological emergency response plans of the State of Florida and local county governments, describing their roles within the plume exposure pathway and ingestion pathway Emergency Planning Zones (EPZs).
The exception is Citrus County, for which the working draft plan is not complete and will be submitted when it is received.
At present, the State and county plans represent work-ing drafts and are subject to further revision.
Upon receipt of revi-sions to these plans, copies will be provided for your use.
In accordance with previous requests, Florida Power Corporation has sub-mitted upgraded plans on Decembar 27, 1979, and March 7,1980.
These plans were developed using Regtlatory Guide 1.101, NUREG-0610, Appen-dix E to 10 CFR 50, review comments by the Emergency Preparedness Task Force Group, and public hearings.
Based on further NRC comments on the March 7,1980, draft and the guidance provided in NUREG-0654, " Criteria for Preparation and Evaluation of Ragiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plants" (January 1980), the present draft (dated 12/17/80) has been prepared.
