Dear Mr. Abel:

In the Commonwealth Edison Company letter dated February 22, 1980, the commitment was made. to " conduct a low pressure gross leak test of containment prior to any startup from cold shutdown conditions.'" In our Ccafirmatory Order dated February 29, 1980 we reiterated this commitment and included your proposed test program as submitted by your February 22, 1980 letter.

In your letter dated August 15, 1980, you requested our concurrence with your understanding that you should " perform the actions indicated prior to any startup from cold shutdown conditions following only those outages which involved maintenance." There have been several discussions on this matter between our staffs and it is our intent here to formally documen+

our intent of the leak test.

Since plant activities during any cold shutdown can involve actions which might alter containment integrity including maintenance activities, the The nature low pressure leak test was required after each cold shutdown.

different from the one contained in the Confirmatory Order would provide the needed confic'ence in containment integrity and minimize the exposure to personnel, we would be receptive to such a proposal.
