N Mr. John G. Keppler, Director Office of Inspection and Enforcement, Region III U. S. fiUCLEAR REGULATORY COMMISSI0'l 799 Roosevelt Road Glen Ellyn, IL 60137

Dear i'r. Keppler:

DOCKET i;05. 50-266 AtiD 50-301 RESP 0:1SE TO IE BULLETI!1 NO. 80-21 POIrlT BEACH NUCLEAR PLAllT U;11TS 1 AtlD 2 Your letter dated November 6,1980, forwarded IE Bulletin fio. 80-21 entitled " Valve Yokes Supplied by Malcolm Foundry Company, Inc." This Bulletin described the discovery of cracking in the valve yokes of valves manufactured by Anchor Darling Valve Company for the Susquehanna Steam Electric Station.

Subsequent investigation had shown that the material properties of these valve yokes were below the minimum ASTM material specification and that the cracked valve yokes were all cast by Malcolm Foundry Company, Inc.

These valve yokes had been purchased in 1974 and 1975.

The Bulletin directed that all licensees determine if any of the active valves in use or planned for use in safety-related systems at their facilities had valve parts cast by Malcolm Foundry, Inc.

If such parts existed, the licensee was further directed to inspect for cracking and verify that the valve parts have mechanical properties in accordance with the ASTM material specification. At the Point Beach fluclear Plant, we have determined that active valves in safety-related systems were supplied by eighteen differ-ent valve manufacturers. We have sent letters to each of these valve manu-facturers requesting that we be informed if they had ever purchased any valve parts or components from the Malcolm Foundry Company, Inc. We requested responses to these inquiries in approximately two weeks time.

After three ueks, we will follow-up any missing responses with a telephone call to the respective manufacturers.

If any of the initial contacts indicate the valve manufacturer had purchased valve parts from Malcolm, we shall contact the manufacturer again and determine whether any of the valves supplied to the Point Beach Nuclear Plant had parts cast by Malcelm Foundry Company, Inc.

We anticipate that this initial contact and verification phase of our investi-gation will take at least an additional 30 days. DEC g 580 801 2240 g

l 2-December 4, 1980 Mr. John G. Keppler Since the valve manufacturer directly mentioned in the Bulletin, Anchor Darling Valve Co:r.pany, also supplied valves for the Point Beach Nuclear Plant, we contacted representatives of that company immediately by telephone. We were informed by Mr. Bill Knecht, Technical Director for Anchor Darling, that valve products made by his company for the Point Beach Nuclear Plant did not have parts cast by Malcolm Foundry Company, Inc.

Should our investigations and contacts reveal that valve parts cast by x-lcolm vere utilized at Point Beach, we will then conduct the inspecti

.s and verification required by the Bulletin and inform you.

If no valves are identified as having potentially faulty material, we shall also notify you in a follow-up to this response.

Very truly yours,
