Dear Mr. Reid:
Pursuant to our December 15, 1980, letter (Baynard to Eisenhut), Florida Power Corporation hereby submits a preliminary description of the proposed upgrade to the Crystal River Unit 3 Emergency Feedwater (EFW)
System.
This submittal completes our licensir.g response commitment regarding Item II.E.1.2 of NUREG-0737.
As discussed in the September 4,1980, meeting with your staff, and in our December 15, 1980 letter, your expeditious review and approval of ourydesign approach is requested.
Because the. design details - are not complete at this time, we are unable to provide you with the specific details of the design changes.
However, your approval of the upgrade approach (i.e., overall upgrade of EFW on an extended schedule in lieu of meeting the lesser requirements of NUREG-0737) and conceptual approval of the preliminary design are requested to allow continuation of the equipment bidding and procurement process.
Conceptual approval of the design presented in this submittal does not preclude our submittal of design details as they become available and if this infor.aation is requested.

Your approval by this date will minimize the review impact on the EFW upgrade.
