m Purpose To see the subcritical assembly and associated equipment of the University of Texas and to discuss outstanding questions on the renewal application for special nuclear material license (SNM-180, Docket 70-157) with Dr.

Thomas L. Bauer, Supervisor of the Nuclear Engineering Teaching Laboratory.

Place and Date Taylor Hall, University of Texas, Austin, Texas, December 3,1980.

Discussion After we had met Dr. Klein (Assistant Professor of Mechanical Engineering) and Dr. Bauer, we were given a tour of the Reactor Laboratory by Dr. Bauer.

At the time we entered the laboratory, we were issued radiation dosimeters and Dr. Bauer described the arrangements for personnel ' dosimetry. The major items of equipment seen and explained included the reflectors for the subtritical assembly, the group of larger fuel pieces, a constant _ air moni-tor, the Triga reactor (which is operated under a license issuedby NRR and separate from the Part 70 SNM license), the reactor control room, floor storage for the neutron sources, counting equipment, and the vault where the balance of the SNM for the subcritical assembly is stored.

Following the tour of the laboratory, outstanding questions on the license renewal were explained and discussed with Dr. Bauer for_ a period of about three hours.

Dr. Bauer described the status of the renewal-application for the reactor license, since updating of that license will tend to inter-fere with his prompt response to our questions on the SNM license.

As an outcome of the discussion, Dr. Bauer proposes to submit a consolidated renewal application by about the first week in January.

In addition to in-corporating appropriate information from the applications of August 27, 1979, and Oc'tober 10, 1980, the consolidated application will provide the following:

An administrative overview of how the St4M is used, includ-ing the composition of the Radiation Safety Committee and the Reactor Safety Committee, the qualifications of key po-sitions, the lines of authority, relations of key staff to the committees, and procedural requirements including oper-ating procedures for the subcritical assembly, 2.

Information on radiation safety during use of the assembly, including supervision, training of staff and students, and monitoring of exposure records, 3.

Information generally similar to that required in Annex A*

(although Dr. Bauer was given a copy of Annex A and under-stands that it will be a condition in the renewal license),

and information on radiation instrument calibration frequency, 4.

Information showing a commitment to the ALARA principle, in-cluding the review of radiation exposure data, 5.

Emergency planning information (which may be excerpted from the relevant emergency plans for the reactor) including refer-ence to the possible effects of fire on the fuel for the sub-critical assembly and, 6.

Confirmation that the mode of subtritical assembly use does not generate radioactive waste and hence imposition of Annex C (Guide-lines for Decontamination of Facilities and Equipment Prior to Release for Unrestricted Use or Termination of Licenses for Sy-product, Source, or Special Nuclear Material) is unnecessary in the license for the subtritical assembly.

The information on the operation of the subcritical assembly provided by Dr.

Bauer during our visit indicates that the safety program of the University of Texas meets the intent of all NRC regulations. Much of our discussion with him was thus aimed at incorporation of the applicable program essen-tials into the renewal application to help ensure continued good practice if changes are made in responsible laboratory staff or experimental pro-cedures.
