Confinnation of Concurrence This letter refers to the meeting in this office on November 19, 1980, with L. M. Hills and others of your staff reaarding preoperational and related construction tests at Sequoyah Unit 2.

Based on our discussions, we concurred in the resumption of these tests at Sequoyah 2 under the controls discussed in the meeting. This concurrence included the following understandings:

1.

Each of the remaining hydro test procedures will be subjected to a peer technical review before being approved by the Construction Engineer, and that the Construction QA Unit will review the entire test package for conformance with QA program requirements.

2.

Cleaning and flushing procedures will be reviewed by the Nuclear Power personnel in addition to the above reviews.

l 3.

TVA will review completed component and system tests to assure that appropriate test requirements have been met to support the preoperational test program.

l 4.

Construction or Nuclear Power QA Units will perform test observation and audits on a selected bases.

We also understand that you will apply these additional controls to your other i

nuclear power plants under construction.
