Pursuant to Section 50.59 of the Commissions's Regulations, Yankee Atcmic Electric Ccmpany hereby requests to make the following change:

FRCFCSED CHANGE: We propose to incorporate in the Technical Specifications, Appendix A of the referenced license, a section relative to hydraulic snubbers.

F.2 HYDFAULIC St."JEEERS LIMITING CCNDITIONS FOR OPEFATION l

During all modes of cperation except Cold Shutdown, all hydraulic l

snubbers required to protect the primary coolant system or any other safety related system or component shall be operable except as described below.

SURVII O.NCE REQUIREMENTS The fc11 wing surveillance requirements shall apply to all hydraulic snubbers required to protect the primary coolant or any other safety related system or component.

All hydraulic snubbers shall be visually inspected at least a.

cnce per core cycle. A record shall be kept of each inspection.

Follcwing a severe transient condition, all the hydraulic snuhbers attached to the affected system will be inspected within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> or prior to return to power operation.

Cnce each refueling cycle, a representative sample of 10% of c.

the snubbers shall be functionally tested for operability including verification of proper pisten movement, lock-up and bleed. For each snubber tested that proves inoperable, an addicional 10% of the snubbers shall be functionally tested until no more failures are detected. Samples for testing shall be chosen so that all snubbers will eventually be tested.

SAFETY CCNSICERATIONS: Hydraulic snubbers have been installed to prevent unrestrained pipe motion under dynamic loads as might occur during severe transients, while allowing normal thermal motion during startup and shut-down. The censequence of an inoperable snubber is an increase in the probability cf structural damage to piping in the event of a severe transient.

Because snubber protection would only be required during low probability severe transients, a period of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> is allowed for repair or replacement.

An additicnal 26 hours3.009259e-4 days <br />0.00722 hours <br />4.298942e-5 weeks <br />9.893e-6 months <br /> would be acceptable to reach cold shutdown conditions if a repair er replacement could not be made in the 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

All safety related hydraulic snubbers are visually inspected for overall integrity and cperability. The inspection will include verification of proper crientation, adequate hydraulic fluid level and proper attachment of snubber te piping and structures.

The inspection frequency is based upon using snubbers having proven seal materials. The additional inspection required following a severe l

transient ccndition, augments the core cycle inspection and is not intended l

to replace it.

Documentation of each inspection will preclude not inspecting each snubber.

Functicnal tests performed on representative. snubber samples are designed to detect pctentially inoperable snubbers. These tests will include stroking of the snubber to verify proper piston movement, lock-up and bleed. Those that fail "-= '"--tional test will be completely disassembled and checked for ccmpene-- #=~=ge and seal degradation.
