Dear Mr. O'Reilly:
On September 19, 1980, Carolina Power & Light Company transmitted to you the results of BSEP Unit No. 2 manual and automatic scram testing as required by IE Bulletia 80-17.
In that transmittal it was noted that rod 30-15 appeared to have taken 13 seconds for the Full-In indication to come om according to the video tape. This item wea also reported under LIR 2-80-72.
On September 27, rod 38-15 was scram tested at rated pressure aad rod scram insertion times measured. The resulta of this testing indicate that rod 38-15 is functioning, aermelly with a 901 imeertion time of 2.517 seconds.
An' investigation determined two factors that any have caused the centrol rod to have as out-of-specification insertion time.
These two factora were excessive leakage of the rod drive unit seals er foreign debris within the seal area of the rod drive unit. Since the red wee successfully inserted during the subsequent scram test, the drive unit seals are act beliesed to be the cause of this event.
It is, therefore, thought that foreign debris in the drive unit seal aree prevested the rod free properly scramming during the initial test. This debris was apparently flushed free the rod drive seals during the test and subsequent scram test of the rod.
In addition, as directed by IE Bulletin 80-17, it is estimated that 2064 hours0.0239 days <br />0.573 hours <br />0.00341 weeks <br />7.85352e-4 months <br /> were expended in response to this bulletin for preparation, testing and reports. Since no design or operational r++
