Dear Sir:
Your letter dated July 7,1980, requesting Facility Technical Speci#ication changes relative to the control rod drive scram discharge volume capability has been reviewed in tenns of applicability to Pilgrim Nuclear Power Stttion.
Br,ed on this review, we have determined that no Technical Specification changes are presently necessary as discussed below:
LC0/ Surveillance Requirenents for RPS SDV Limit Switches SDV limit switches in use at Pilgrim Station are of the " Robert Shaw" type and have not experienced degradations as have facilities with "Magnetrol" type limit switches. Therefore, our existing Technical Specifications for-RPS' SDV limit switches are considered adequate to assure continued operability.
Surveillance Requirements for SDV Vent and Drain Valves In ' order to determine the time from scram initiation to full valve closure, requires a full reactor scram at Pilgrim Station. We there-fere do not consider the operability surveillance fres:encies contained in the model Technical Specification to be appropriate and believe that position verification and operability of these valves should continue to be implemented through the Station procedures.
LC0/ Surveillance Requirements for Control Rod Block SDV Limit Switches The scram discharge volume high level components at Pilgrim Station ON have only one logic channel and are not required for safety. The LCO 's S
and control rod withdrawal block instrumentation requirements contained 1
in the model Technical Specifications are therefore not applicable and
. //p existing surveillance procedures are considered as the appropriate method to assure continued operability of this instrumentation.
