Maximum Soil Density Tests on ECW Backfill On June 20, 1980, pursuhnt to 10CFR50.55(e), Houston Lighting & Power Company notified your office of a reportable deficiency concerning soil density tests on the essential cooling water pipeline backfill material. The following infonnation concerning this deficiency is an excerpt from HL&P's Response to Items of Non-compliance, dated July 28, 1980 (Pages 2-34 & 2-35),

"A preliminary investigation of the placements of Category I structural back-fill for Essential Cooling Water Systems (ECWS) piping has revealed that the required frequencies of maximum / minimum laboratory density testing were not adhered to. NRC I&E Region IV has been notified and a nonconfonnance report (S-C-4004) has been written. The nonconfonnance will be resolved when the placement sequence and in-place density testing data for the ECWS piping has been complied." This effort is still in progrers. This information constitues the second interim report. The next interim report will be submitted to your office by December 17, 1980.
