Yankee Atomic Electric Company hereby proposes ns to Appendix A of the current operating Technical Specifications, to Reference 2 above, and to Section 3.2.1 of the Standard Tecnnical Specifications,

PROPOSED CHANGE: It is proposed that:
1.
The attached Figure 8-1 replace the corresponding figure in Appendix A of the current operating Technical Specifications.
2.
The attached Figure 7 replace the corresponding figure in Reference 2 above, and; 3.
The attached Figure 3.2-1 replace the corresponding figure currently contained in the Yankee Rowe Core XII Standard Technical Specifications.
REASON FOR CHANGE: An inconsistency in the application of Core XII LOCA results with respect to allowable peak linear heat generation rates has been discovered during a review of the Core XII LOCA re-analysis committed to in Reference 3.
The limiting LHGR developed for the Technica'. Specifi-catione included consideration of the total core power.
Howev.tr, the Technical Specification procedure for determining the " allowable fraction of full power" included the use of a core average LHGR which considered only the power deposited directly in the fuel rods. Therefore, the limiting LHGR in our current Technical Specifications should be modified to account for the actual fraction of power deposited in the fuel rod (0.973) to remove this discrepancy.

Unit d St;tos Nuclca,3 Regulatory Commiccion October 12, 1976 Attn: Office of Nue:. ear Reactor Regulation Page Two SAFETY CONSIDERATIONS: Upon discovering the above inconsistency in the Technical Specifications, an investigation *::as undertaken to determine if kv/ft limits were actually exceeded for Core XII.
This investigation revealed that 4 rods (out of 17734) probably operated in excess of the actual limiting LHGR of 10.22 kw/ft for a 12 day period. During these 12 days, the LHGR for these rods ranged between 10.24 kw/ft and 10.41 kw/ft.
Although in violation ear criteria put forth in 10 CFR 50.46, plant operation during the 12-day period did not pose a potential hazard to the health and safety of the public due to the brevity and sme'- CS) magnitude of t a violation in comparison to the conservatism inherent the analysis and in plant measurements.
Plant operation is presently being conducted in accordance with the new figures since they impose a more restrictive limit on the maximum allowable LHGR in the core.
The proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.
SCHEDULE OF CHANGE: Core XII operation is currently being maintained within the more restrictive limits of the proposed specifications. We respectfully request review of this Proposed Change by the Commission as soon as practical.
