With an application dated August 7,1980 (Change Request 93), filed with the Office of Nuclear Reactor Regulation (0NRR) for amendment to Facility License No. OPR-50, your Company remitted a Class II fee of $1,200 pursuant to 10 CFR Part 170. The application was for approval of certain organizational changes for Three Mile Island Unit No.1 (TMI-1) which your Company determined were administrative in nature.
6ased on information provided by the ONRR staff as a result of a preliminary review of the application, it has been determined that the proposed reorganiza-tion of technical and management resources responsible for the safe operation of TMI-1 is considered to be of safety significance.
Therefore, a Class III fee of $4,000 is applicable.
It is requested that an additional sum of $2,800 be submitted to this office promptly.
If the final review of your application by the ONRR staff reveals that this Class III fee is incorrect, you will be refunded any overpayment or be asked to pay any additional amount due.
As a matter of information, when organizational changes involve changes in lines of responsibility, formation of new groups and/or changes in the functions of a group, comittee or position, they are not considered to be administrative or pro forma in nature and; therefore, are seldom determined to be in the Class II fee category.
