Dear Mr. Mattimoe:
g The Comission has issued the enclosed Amendment No. 31 ity Operating License No. DPR-54 for the Rancho Seco Nuclear Generating Station. This amendment consists of changes to the license and the Technical Specifications (TSs) in response to your applications dated July 2,1979, as supplemented October 31, 1979, and April 30, 1980; July 9,1980 and October 8,1980, as supplemented December 11, 1980.
- 1) revises the TSs regarding the reactor high This amendment:
setpoint; 2)p setpoint and the pressurizer electromatic relief v pressure tri verification and system outage requirements resulting from IE Bulletin 79-05A; 3) adds three license conditions and additional TSs to incor-porate certain of the Three Mile Island Unit No. 2 Lessons Learned Category "A" requirements; and 4) clarifies the TSs regarding surveil-lance of reactor protection system and safety feature protection in-strumentation when the reactor is in cold shutdown, updates titles of plant personnel on the plant organization chart and corrects an error in operator licensing requirements.
As previously agreed to by menbers of your staff, changes to your pro-j posed amendments have been incorporated into the TSs.
Copies of the Safety Evaluation and the Notice of Issuance are also enclosed.
