This refers to the discussion between Mr. Brashear and other members of your organization and Mr. D. W. Hayes and others of this office on February 13, 1981 at the Clinton site regarding large bore hanger instal-lation and inspection activities at the site.
We understand that you have stopped safety related hanger construction installation (since February 13, 1981 per Baldwin Associates (BA) inter-office memorandum, JEF-63-81, dated February 13, 1981, from BA Resident Engineer to BA Senior Piping Superintendent). Additionally, we understand:
1.
The stop work order (SWO) is effective to only safety related large bore hanger installation.
2.
No repair or rework of installed safety related large bore hangers will take place while the SWO is in effect.
3.
All quality control inspection activities for hangers can not proceed prior to the lifting of the SWO.
4.
Subsequent to the establishment of the program to control instal-lation of pipe hangers, indoctrination and training of QA, QC and construction personnel, eid trial installation and inspection acti-vities will be conducted to ensure effective program implementation.
These activities will be completed prior to complete lifting of the SWO.
5.
This office is to concur in your planned trial program and partial and complete lifting of the SWO.
6.
Pending satsifactory completion of items 4 and 5 above, no new large j
bore pipe hangers shall be installed.
