HOLDERS OF REACTOR OPERATING LICENSES AND CONSTRUCTION PERMITS, FUEL FACILITIES, MAJOR MATERIALS LICENSEES, 5 TATE LIAISON OFFICERS, AND MAJOR VENDOR ORGANIZATIONS Gentlemen:

It has been our policy to keep you informea of matters which are imoortant to continued cooperation or which otherwise may be of particular interest to you. We believe this exchange of information has been beneficial to both you and the Ccmmission.

This letter is in keeping with that colicy.

A major consideration grcwing out of the Three Mile Island Incident, was the need for realignment of the NRC Office of Inscection and Enforcement (IE) organizational structure.

Reconrendations were included in NURE3-0660, "NRC Action Plan Develooed as a Result of the TMI-2 Accident." The new structure, addressed in the TMI-2 action plan, is aimed at better management of the pre-ventive inspection program, quicker and more efficient response to emergencies, and closer working relationships with the states and licensee management.

Reorganization of the NRC Regicn IV office will beccme effective February 27, 1981. The enclosure snows the new organi:ational structure for Region IV.

The chart identifies supervisory and other key cersonnel who will be cogni: ant of licensed activities, state programs and other functions.

There will be no resident inspector reassignments; however, in several cases, supervision responsible for certain resident inscector offices have een changed.

The 24-hour NRC Region IV telechone numcer (317-33a-2341) and the Emergency Notification System remain unchanged for the cresent.

Region IV is installing a new telechene system. New numcers will be provided price tc switen-over to tne new system.

Ycu will coserve from tne enclosed cnart that tne essential elements of tne new organization are (1) project management inciucing the resident ins:ector offices and (2) engineering and other technical succort functions inclucing the reactor, fuel facilities, 9aterials orograms, and emergency crecaredness.

Incluced en the charts are the management structure, investigative and enforce-ment staff, state liaison, state agreements, puolic affairs and resident inspector program functions.
