Inspection Summary:
Inspection on December 9-11, 1980 (Inspection Report No. 50-320/80-20)
Areas Inspected:
Special inspection by resident and regionally-based personnel of
licensee actions in response to immediate action letter 80-31 including:
review
and revision of Emergency Plan Implementing Procedures; emergency organization;
training of members of the emergency organization; followup of previously identi-
fied emergency drill items; and observation of an emergency drill.
The inspection
involved 70 inspector-hours by 5 NRC resident inspectors and 2 regionally-based
inspectors.
Results:
Of the five areas inspected, no items of noncompliance or deviations
were identified.

Review and Update of Emergency Plan and Emergency Plan Implementation
Procedures
The inspectors held discussions with licensee personnel and reviewed
the following Emergency Plan Implementation Procedures to verify
that the licensee had updated these procedures to reflect existing
types, locations and uses of facilities and equipment and emergency
action levels based on existing installed instrumentation.

The inspectors determined that the licensee had reviewed and updated
the aforelisted procedures in the manner described in their reply to
IAL 80-31.
The inspectors also determined that the scope and nature
of the review and update were consistent with the intent of IAL
80-31.
b.
Emeroency Organization
During the review of the licensee's updated Emergency Plan Implementation
Procedures, the inspectors noted that the licensee had developed
"On-Shift Emergency Staffing" assignments for each class of emergency.
The inspectors also noted that an Emergency Duty Section Roster
system was in effect and serves to augment the on-shift emergency
staffing.
The inspectors determined that the licensee's actions were consistent
with their reply to IAL 80-31 and met the intent of the IAL.

Documentation, Evaluation and Correction of Drill Identified
Deficiencies
The inspectors noted that the licensee had instituted a computer
tracking system for documenting drill identified improvement items
and for assigning responsibility and suspense dates.
The inspectors
reviewed a copy of the " Action Item List" computer printout dated
November 25, 1980 and noted that it included items identified for
action during past drills.

The inspectors determined that the licensee's actions were in conform-
ance with their reply to IAL 80-31 and that the nature of the licensee's

Emergency Plan Training
The inspectors held discussions with licensee personnel and reviewed
,
available records to verify that the licensee had conducted training
of individuals assigned to the response organization to ensure that
the individucis would be able to perform their assigned emergency
duties in an effective manner.
,
The inspectors noted that the licenee conducted a training program
consisting of an overview of the Emergency Plan, a " walk-through" of
each individual's responsibilities, and " mini-exercises" to evaluate
training effectiveness and provide additional experience to members
of the emergency organization.
This training was provided to all
individual having emergency duties on all shifts and in accordance
with lesson plans,

Emergency Orill

The inspectors witnessed the conduct of an emergency drill on December
10, 1980, details of which are presented in Section 3.

3.
Emergency Drill
1
a.
General
The licensee had originally committed to conduct a drill having a
scope equivalent to e Site Emergency on or before November 30, 1980.
Subsequent to that original commitment, the licensee formally reques-
ted an extension to permit installation of upgraded emergency equipment
which would not be installed by the original November 30 commitment date.
The revised date was set as December 10, 1980.
Per the commitment in the licensee's reply to IAL 80-31, the NRC was
p-ovided with notification of the drill date, in writing, and the
scenario was coordinated with NRC Region I.
b.
Pre-Drill Activities
Prior to initiation of the drill, the inspectors. net with licensee
personnel to discuss details of the scenario.
The scenario involved
a simulated leak of a reactor coolant bleed tank followed by complete
rupture due to an explosion.
This accident sequence resulted in
aerosolization of radioactive liquid with subsequent release to the
environment.

Drill Observation
Dcring the conduct of the drill, seven NRC inspectors and the licensee
observers made detailed observations of the following emergency
activities:
(1) Control room actions concerning detection and operator response
to the simulated emergency conditions;
(2) Notification of plant personnel and offsite agencies;
(3) Assessment actions;
(4) Plant evacuation;
(5) Coordination and control of the response;
(6) Offsite radiological monitoring;
(7) Radiation Protection; and,
(8) Technical support.

d.
Drill Results
The inspectors attended a post-drill critique, during which licensee
observers and participants discussed the drill and highlighted areas
where improvement may be necessary or desirable.
The inspectors
noted that the licensee's observer staff adequately audited the
emergency organization's performance and highlighted significant
items.
The inspectors also noted that the observer and participant
comments were being documented for followup.
Based upon an evaluation of the findings of the licensee observers
and participants and the NRC observers, the inspectors concluded
that although there were items identified which exhibited a potential
for a degraded response, the licensee demonstrated the ability to
adequately implement the existing Emergency Plan.
4.
Exit Interview
The inspectors met with licensee representatives (denoted in Section 1)
at the conclusion of the inspection on December 11, 1980.
The inspectors
summarized the purpose and scope of the inspection findings.
Licensee
representatives stated that the inspector's drill observations would be
included in the drill followup actions for evaluation and resolution, as
appropriate.
