It has been our policy to keep you informed 'of matters whien are important to continued cooperation or which otherwise may be of particular interest to you.

We believe this exchange of information has been beneficial to both you and the Commission. This letter is in keeping with that policy.

A major consideration growing out of the Three Mile Island Incident, was the need for realignment of the NRC Office of Inspection and Enforcement (IE) organizational structure. Recommendations were included in NUREG-0660, "NRC Action Plan Ceveloped as a Result of the TMI-2 Accident." The new structure, addressed in the TMI-2 action plan, is aimed at cetter management of the pre-ventive inspection program, quicker and more efficient resconse to emergencies, and closer working relationships with the states and licensee management.

Reorganization of the NRC Region IV office will beccme effective February 27, 1981. The enclosure shows the new organizational structure for Region IV.

The chart identifies supervisory and other key personnel wno will be cognizant of licensed activities, state programs and other functions.

There will be no resident inspector reassignments; however, in several cases, suoervision resconsible for certain resident inscector offices have been changed.

The 24-hour NRC Region IV telechone numcer (817-334-2341) ana the Emergency Notification System remain unchanged for the present.

Region IV is installing a new telechone system.

New numbers will be orovided prior to switen-over to the new' system.

You will observe frcm the enclosed chart that the essential elements of the new organization are (1) project management including the resicent inscector offices and (2) engineering and other tecnnical succort functions including the reactor, fuel facilities, materials programs, and emergency precarecness.

Included on the cnarts are One management structure, investigative and enforce-ment staff, state liaison, state agreements, public affairs and resident inscector program functions.
