Arkansas Nuclear One - Units 1 & 2 Docket No. 50-313 and 50-368 License No. DPR-51 and NPF-6 Difficulties Experienced in Responding to I.R. 80-19 (File: 0232,2-0232)
Gentlemen:
As discussed today with Mr. Hunnicut of your staff, the transmittal letter and method of distribution for Inspection Report (I.R.) 80-19 caused some confusion here at Arkansas Power and Light Company.
Mr. Jim O'Hanlon, General Manager at Arkansas Nuclear One (ANO), nomally receives a copy of inspection reports directly from your office.
Because of the short turn around period for inspection reports, preparation of responses begins at AN0 immediately upon receipt of the report.
In the case of I.R. 80-19, response preparation did not commence until a copy of the report arrived from our general office.
The general office copy arrived at ANO four days total (2 working days) later than a direct copy wculd have arrived.
Therefore, we ask that you please modify your existing distribution list to provide direct copies to ANO of all correspondence to AP&L from your office.
The. transmittal letter for this report was draf ted utilizing a format different from the typical inspection report.
It directed AP&L to respond in accordance with section 2.201 of Part 2, Title 10 of the Code of Federal Regulations.
This section requires response within 20 days of the date of the report unless otherwise specified.
Nomally inspection reports require responses within 20 days from the date of receipt.
This resulted in the. loss of an additional 3 working days in response time.
Therefore, we request that all future inspection reports be written in 81030500N MEMBCA MIDDLE SOUTH QTILITiES SYSTEM
