IflTRODUCTI0ft The Exxon fluclear Company has a ccMeact to return two fresh fuel assemblies plus 36 fuel rods from a reactor site to Exxon iluclear's facility for recovery of the contained uranium.

This is to request anendment of Certificate of Compliance Number 6581 for the Model_ 51032-1 and 51032-la shipping containersII) to allow the transport of the two fuel elements (75 inches long each) and 36 fuel rods in a single shipping container as a Fissile Class III shipment.

The two fuel elements will be secured in place end-to-end in one compartmsnt of the shipping container and the 36 fuel rods, bound with metal straps and placed in a wooden container, will be placed in the adjacent compartment of the same chipping container.

II.

DESCRIPTION OF FUEL TO BE SHIPPED l

Table 1 lists fuel assembly parameters describing the two Juel bundles to be shipped in the Model 51032-1 shipping container.

Table 2 lists fuel rod parameters by group for the 36 rods.

The average fuel assembly enrichments are 3.25 w/o for Fuel Element X and 2.59 w/o for Fuel Element Y.

For all 36 rods to be shipped the maximum enrichment of any single rod is 2.90 w/o.

I*I. CRITICALITY SAFETY AilALYSIS OF SHIPMEilT A fuel shipment consisting of a single shipping container containing Fuel Elements X and Y and the 36 fuel rods (as defined in Tables 1 and 2 and packaged as depicted in Figure 1) will be adequately subcritical for 8103041oll -

both the damaged and undamaged shipping container conditions. As defined in Reference 1 (see Table 12-XIV, page 12-35), XN Fuel Type F fuel assemblies may be shipped Fissile Class III in the Model 51032 shipping 1 container. XN Fuel Type F assemblies generally are limited to an assembly

. a'.'erage enrichment of < 5.0 wt." 235U and cross-sectional area of < 8.0 inches. The calculated maximum infinite multiplication factor (k=) of a Type F assembly at a moderator-to-fuel volume ratio of 2.1 and pellet 00

, of 0.5 inches is about 1.52 (see Figure 12.1 of Reference 1). As shown in Table 1, the calculated k= values of Fuel Elements X and Y are well below 1.52.

Hence, based on the comparisons summarized in Table 3, the

[ criticality safety analysis of XN Fuel Type F as a Fissile Class III shipment is conservatively valid for the proposed two fuel assembly /36 rod arrangement.

Payment of the additional $540 should be made to the U.S. Nuclear Regulatory Conmission and mailed to my attention.
