Q-Changes in fuel element designs during the past few years have resulted in a small accumulation of excess fuel by an T.xxon Nuclear customer.
It is, therefore, necessary to transport this unirradiated fuel to the Exxon Nuclear facility for recovery of the contained uranium. Since transportation of cutdated fuel element designs was not foreseen in cur censolidated application and the asscciated generic fuel description for the Model 51022-1 and -la packagec, it is necessary to amend Cer**ficate 6581 to permit the transport of those fuels.
Attached for your review and approval is a nuclear safety evaluation which demonstrates the continued compliance of the proposed shipping container contents with applicable paragraphs of 10 CFR 71.
Since this is a unique shipping arrangement which is not anticipated to be duplicated in the future, the safecy evaluation and associated application for revision of Certificate of Ccmpliance 65S1 is being submitted as a separate entity without inccrporation in the consolidated application for the package. The safety evaluation, however, does refer.uce the consolidated application as the basis for the demonstration of compliance with 10 CFR 71.
The requested revision of Certificate 6561 is considered to be of an administrative nature. Consequently, in accordance with the requirements of 10 CFR 170.31, a check in the amount of S150 is enclosed to cover the administrative amendment fee.
