This refers to the routine inspection conducted by Dr. M. J. Oestmann and

Mr. A. Januska of this office on December 3-4, 1980, and Dr. C. J. Paperiello

and Mr. F. Reimann of this office on December 4, 1980, of activities at

'

the LaSalle County Station, Unit 1, authorized by NRC Construction Permit

No. CPPR-99 and to the discussion of our findings with Mr. R. Holyoak and

others of your staff at the conclusion of the inspection. This inspection

included observations of the integrated emergency exercise conducted

December 4, 1980.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No items of noncompliance with NRC requirements were identified during the

course of this inspection.

Certain aspects of your emergency plan, which include personnel account-

ability and site evacuation, were not tested during this exercise.

It will

be necessary to test these procedures in a drill prior to the issuance of

your operating license.

Please notify this office prior to this drill.

Our detailed observations are included in the enclosed inspection report.

Please provide us with a copy of your written critique of the exercise

along with your corrective actions. Please provide this information within

twenty-five days of the receipt of this letter.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter, the enclosures,

and your response to this letter will be placed in the NRC's Public Document

Room, except as follows.

If the enclosures contain information that you or

your contractors believe to be proprietary, you must apply in writing to

this office, within twenty-five days of the date of this letter, to withhold

such information from public disclosure. The application must include a full

statement of the reasons for which the information is considered proprietary,

and should be prepared so that proprietary information identified in the

application is contained in an enclosure to the application.

We will gladly discuss any questions you have concerning this inspection.
