A PEfiDIX B NOTICE OF DEVIATION Sacramento Municipal Utility District Docket No. 50-312 As a result of the inspection conducted on December 8 - 12, 1980, the following deviation from ycur comitments to the Comission was identified:
Section 6.2 of ANSI standard N18.7-1972, " Administrative Controlc for fluclear Power Plants," to which you are comitted by letter dated September 23, 1976 states, in part:
" Testing of safety-related... components shall be performed in accordance with approved written test procedures, which set forth the requirements and acceptance limits."
Contrary to the above,Ranche Seco procedure SP 201.10A, " Safety System Hydraulic Snubbers Surveillance Inspection," does not set forth specific acceptance limits for determining the operability of hydraulic snubbers. Such specific limits are needed to properly implement Technical Specifications 3.12 and 4.14.1.
This is a Deviation.
Pursuant to the provisions of 10 CFR 50.54(f), the Sacramento Municipal Utility District is requested to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further items of noncompliance; and (3) the date when full compliance will be achieved. This response shall be submitted under oath or affirmation.
