LAC-72 36 The Commission has issued the enclosed Amendment No. 23 to Provisional Operating License No. DPR-45 for the La Crosse Boiling Water Reactor (LACBWR). The amendment consists of changes to the Technical Specifi-cations in response to your application dated August 6,1980, as supple-mented September 16, 1980 and November 18, 1980.
Tne amendment modifies the Technical Specifications to reflect changes in the management structure and facility staff, which involves replacing tne existing Section 3.0 with the Standard Technical Specifications Section 6.0, " Administrative Controls".

toe proposed Technical Specifications. We have discussed these changes with your representative and have mutually agreed upon them.
Copies of our Safety Evaluation and the Notice of Issuance are also dqclosed.
