Your letter of February 2,1381 to Mr. Case requested our cooperation in assuring that merabers of my staff attand a recting in San Jose, California in " arch 1901 with technical s'aff from the Mark II Cuners Group, General Electric Company and 3cchtal Corp. The purpose of the meeting is to critique the final chugging load definitions and other related issues needed to completa risolution of L'nr solved Safety Issue A-3.

I agree that it is i= perative that such a meeting be held to assure that the current, already extended, schedule for this issue be met. In normal circum-stances, since there are cany participants in the cceting who are located on the west coast, I would agree that San Cose is the appropriate location. However, the present status of the tiRC's travel budget has rade it necassary to severely restrict travel by the Ha2 staff for the remainder of this fiscal year. This situation has been further exacerbated by the recent Presidential Order reducing existing travel budgets by fifteen percent.

In these circumstances, and after review of other important travel requirenants.

I have concluded that the ". arch meeting with the ?%rk II Owners Group should be held in Bethesda.

I request your continued cooperation in arranging for the necessary industry personnel to oest in Bethesda, so that we can complete resolution of the Park II gencric issues.

Mark II Containment Program - Request for NRC Staff Participation in Mark II containment Meeting in San Jose, California

Dear f tr. Case:

Extensive efforts are being applied by Ceneral Electric and the liark II Owners Group to resolve open items on llRC Task A-8.

The last major area to be resolved is the chugging load definition. Recently, it was necessary for the Mark II Owners to revise the submittal dates for the generic chugging load definition in order to incorporate the latest Japanese full scale test results. This tight schedule was predicated on the understanding that a meeting with the flRC Staff and their consultants would be held in San Jose, California in Ibrch 1981.

It is imperative that an adequate technical staff from the Mark II Owners _pnd the tac he asy-ni-d at th,t tim" to critically critique the final chugging load definition and other related issues in the Task A-8 program.

The I-lark II Owners Group will be ready to support the March meeting to the fullest extent possible. We have alerted the General Electric technical staff and our nest coast con-mitqnts working in this area to be present at the meeting. In addition, our prime subcontractor in San Francisco (Bechtel Corp.) on the chugging issue will be on-call to assist us with any questions that may arise regarding the IWECS code.

Therefore, with the preponderance _of west coast personnel that are being assembled to support this very important milestone meeting, the Mark II Owners hereby _re-quest your cooperation in assuring us that proper reorenentation from the liRC Staff _will_bc prtun_t.

Your support will go a long way in expediting Ure closure of the chugging issue by allowing your staff and consultants to talk first hand with any and all individuals that are involved in developing the t'inal generic
