This prelimitiary notification constitutes EARLY notice of events of POSSIBLE '

~ national security or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Fecility: Commonwealth Edison Company Zion Units I and 2 (Docket'Nos. 50-295 and 50-304)

Subject:

ARRESTS OF EMPLOYEES FOR ALLEGED DRUG SALES On February 24, 1981, two plant employees (equipment operators) were arrested and charged by' the Zion Police Department for alleged possession and/or use of controlled substances..The arrests came a; a result of an undercover Investigation conducted by local authorities. The arrests were made offsite.

The individuals arrested were suspended and t,beir access authorization to the, site was revoked. Region til was informed {by-those involved in the Investigation that the problem is more widespread and there were Indications that drugs were_used onsite during working hours.

As er. Imediate Interim reaction to this problem, the NRC is monitoring each shift to assure employees are capab,le of perfoiming their assigned duties.

Neither Region lli (Chicago) nor the licensee plans to make a press release.

However, a release has been made by the Zion Police Department and media Interest has occurred. The Information Assessment Team (IE:HQ) was notified.

The State of Illinois and the FBI will be notified.

Region lll was notified by telephone from the NRC Resident inspector at 3:00 p.m. CST. Additional Information was obtained from the IIcensee and the City of Zion Police Chief. This Information is current as of 5:30 p.m. CST on February 24, 1981.
