SUBJECT:

CONSTRUCTION PERMIT AMENDMENT FOR DELETION OF CONTAINMENT ENCLOSURE BUILDING FROM V0GTLE FUCLEAR POWER PLANT, UNITS 1 AND 2 On December 1,1980, we advised Georgia Power Company (GPC) by letter and in a meeting that we required a request for amendment of the construction permits before we would review or accept the proposed deletion of the containment enclosure building as requested by the GPC letter dated August 21, 1979 and its Supplement No. 6.

By a letter dated December 19, 1980, GPC submitted an application for amendment of the construction permits, stating that the application relies on information submitted in the above Supplement No. 6 and on information to be submitted under separate cover. This application for amendment attached a cost /Senefit assessment of the proposed design modification. By a letter dated Secember 30, 1980, the applicant submitted Supplement No. 8, providing a more rastrictive primary containment leakage comitment and revised accident dose a1alysis.

GPC requested that we complete our evaluation of the application for amendment by January 30, 1981, both in the application and at the above meeting. Our evaluation should consist of a Supplement to the Safety Evaluation Report and an environmental impact statement or negative declaration.

If we are to meet the applicant's requested date, your draft inputs to these documents should be submitted to the LPM (S. B. Burwell) by C.0.B., Thursday, January 22, 1981. If you are unable to meet this schedule, please provide your best 8103020037
