Dear Mr. Boyd:

Georgia Power Company hereby files three (3) signed and sixty (60) conformed copies of Supplement 6 to its application for a Construction Permit and Operating License for the Alvin W. Vogtle Nuclear Plant. This supplement consists primarily of revised analysis of the radiological consequences of a postulated loss-of-coolant accident (Reg. Guide 1.4 assumptions) using assumptions that do not assume credit for an enclosure building, and the deletion of the portion of the enclosure building above the 270 foot level (50 ft. above grade).

During the initial design stages of the Vogtle Nuclear Plant, Georgie Power Company decided to add an enclosure building around the containment in light of the uncertainties existing at that time. These uncertainties include: insufficient on-site meteorological data which forms the basis for accident dose calculations; the NRC-approved models and guidelines to be used in calculations of off-site doses; availability of approved models for calculation cf containment spray ef fectivet.e 's in removing iodine; and lack of confidence in meeting low containmen leak *:tes during demonstration tests. This design was also heavily influenced by the fact that the deletion of the enclosure building later would have essentially no impact whereas the addition of this building would signifi<intly impact all aspects of design, con-struction, and schedules. Hence, the c.pplication for a Construction Permit for the facility reflected this decision.

Since that time these uncertainties have been resolved, and consequently, Georgia Power Company has decided to delete the enclosure building from the Vogtle Nuclear Plant.

The results indicate that adequate dose margins to 10CFR100 guidelines are maintained and that the Construction Permit dose bases are met without utilizing the enclosure building. Therefore, we are proceeding with this modification of the plant design.
