We are deeply concerned by your January 30, 1981 reper to the ]

Ecuse A..:rOriati ns Subec=ittee en Inerev. and Water Oevelc. rent. It is cur understanding that the schedule which you repersed for consideration by ycur agency of licensing of the Virgil C. Su: :er 1;uclear Unit may well ces: the cens=ers of South Carolina over One hundred mill:0n dellars, and may imperil the rel:.able and adequate energy supply so necessary for a healthy e:Oncmy in Our state.

As we understand the slippage revealed in your report, it is not eccasioned by the need to censider any dramatic new safety or environmental issue: Indeed the slippage does not seem to relate to any =atter of sub-stance.  : appears to predic procedural delays in administrative pre-cessing, decision =aking, and reviews.

Setween them, the owners of the Su==er Unit, South Carolina Electri and Gas Company and Santee-Cocper, serve more than 34% of the .

censumers and 36% of the lead in our state. Each sys,t,g ..is nonetheless relatively small en a national scale, and the 600 = egawa,ttsd=:er would-a *

  • 3 add :: the SCI &G system and the 300 =egawatts it represent.a . 0 San.t. 'e e." .~' - *' T , > ".I Cooper are important issues. -

s . ..

We are told that power frem the Su=er Unit will be vitally ..

necessary by the early su==er of 1982 to serve load, displace oil, and ..;.

minimize c.Ost increases. It has been repcrted to urthat the Su=er - -.;

Unit will be :: plete and ready to load fuel by the late su=er of this year. It is our understanding that an extensive period of testing follows fuel leading and that abcut six =cntns will be required to achieve ce=er-cial c.ceration. Hence, it will be ne:essary for the licensing process to be cc ;1ete by the late fall of this year, assuming', of course, that no

~

sube-=-- ve reason cer. itted to y0ur discretion and" expertise precludes. .

su L a senedule. C:herwise, the Sur er Unit will not be available..for..._... ..

the heavy demand cf ne sa mer months.
