tu This refers to the inspection conducted by Messrs. J. E. Kon in and F. C. Hawkins of Region III at the Perry site on January 21-23, 1981, and their discussion of the inspection findings with Messrs. M. R. Edelman and G. W. Groscup and others of your staff at the conclusion of the inspection on January 23, 1981.
Based on the results of the above discussion, we understand that you have taken or will take the following actions:
1.
Discontinue all safety related coatings work by your nuclear coatings contractor, Metalweld, Inc., until the following corrective actions have been taken:
Augment and revise CEI and Metalweld procedures and checklists a.
to assure. proper coatings application.
b.
Conduct comprehensive indoctrination and training of Metalweld site quality control personnel, Assure that qualifications and certifications of all Metalweld c.
site quality control inspectors meet the requirements of Reg.
Guide 1.58/ ANSI N45 J 6-1973.
d.
Review, update, and revise the measuring and test equipment system used by M.etalweld, to include appropriate requirements for recall methods, accuracy, and calibration.
2.
Obtain NRC Region III concurrence on the results of the actions set forth in Item 1.
Prior to restarting safety-related coatings activities, verify that existing coating materials and applications meet the specified requirements, and control all identified noncon-formances in accordance with your approved QA Program.

Following receipt of the confirmation, and concurrent with restart of the coatings activities, implement a 100% QC overview of Metalweld activities until confidence in Metalweld's performance is achieved.
We acknowledge the fact that you have taken prompt corrective actions in this matter, including the immediate and voluntary imposition of a stop-work on Metalweld at the time of the on-site exit meeting.
Please inform us immediately if your understanding differs from that stated above.
