Dear Mr. O'Reilly:
In accordance with Plant Technical Specification 6.9.2.a.2, ing event is reported.
On January 14, 1981, it was determined that both channels of heat trace for both boric acid transfer pumps were inoperable in direct violation of Technical Speci-fication 3.2.3.c.
Reduction of reactor power was i= mediately commenced until the situation was corrected soon after the violation was detected.
At approximately 0935 on January 14, 1981, the heat tracing circuit on boric acid pump "A" was secured to allow maintenance on the pump as permitted by the Techni-cal Specifications. At approx 1=ately 1130, a technician reported the inoperability of the heat tracing on boric acid pump "B".
An i= mediate power reduction was begun upon receipt of this information. At 1135, the heat tracing for "B" boric acid transfer pump was restored. With heat trace re-established to the operable boric acid transfer pump, the unit was returned to 100% power.
It was determined that the loss of heat trace on boric acid transfer pump "B" was due to a misleading step in the procedure used to take "A" boric acid transfer pump ett of service which re-sulted in the operator de-energizing heat tracing to both boric acid transfer pu=ps.
"B" boric acid transfer pump temperature did not go below 1750 F.
This event was reported on January 14, 1981 to Mr. A. K. Hardin and Mr. A. Bremerick of the NRC, Region II, and Mr. B. J. Furr, Vice President, Nuclear Operations Department, Carolina Power and Light Company.
